2025 Legislative Package: Building a Stronger California

The Governor has signed Senator Caballero’s 2025 legislative package into law, marking an important milestone in the effort to create a more prosperous, resilient, and equitable California.

This comprehensive set of laws provides a practical framework to address the state’s most pressing priorities — from expanding economic opportunity to improving community well-being and environmental sustainability.

The 2025 package includes measures that:

  • Create and sustain good-paying jobs across emerging industries
  • Expand access to clean, reliable energy
  • Improve maternal health outcomes and strengthen support for foster youth
  • Enhance public safety and ensure due process protections
  • Modernize water systems and streamline housing development

Together, these policies reflect a coordinated approach to fostering innovation, protecting natural resources, and ensuring that every Californian has the opportunity to thrive.

 

Below is an overview of the key measures signed into law as part of Senator Caballero’s 2025 legislative package:

SB 72 – California Water Plan

Modernizes the California Water Plan to prepare for droughts, floods, and climate change—setting ambitious goals for sustainable water supply by 2040.

SB 80 – Fusion Energy Research Initiative

Launches public–private partnerships to accelerate the development of clean, limitless fusion energy—making California a national leader in energy innovation.

SB 466 – Chromium (VI) MCL Legal Liability Protection
In response to new water quality standards, this measure provides legal protection for water agencies working to comply with stricter Chromium (VI) limits.

SB 520 – Nurse-Midwifery Education & Workforce Act

Expands midwifery education and workforce pathways to address maternal health gaps and ensure high-quality care for every mother and baby.

SB 624 – Foster Outreach and Support for Tax Education Readiness (FOSTER Act)

Establishes standardized outreach to ensure foster youth can access the California Earned Income Tax Credit and break cycles of poverty.

SB 734 – Peace Officer Due Process
This legislation ensures that peace officers accused of bias or racial animus receive proper due process. It mandates notice, the right to representation, and the opportunity to challenge evidence, thereby strengthening constitutional protections within our justice system.

SB 808 – Expedited Judicial Review of the Housing Accountability Act
This measure introduces an expedited judicial review process for challenging improper denials of housing projects. By streamlining legal proceedings, it ensures that new housing can be built swiftly to meet the growing demand.

 


2025 Budget Wins:

The 2025 state budget invests in local projects that strengthen infrastructure, enhance public safety, and support community growth across the Central Valley. These targeted funds address urgent needs and help cities better serve residents and improve quality of life.

City of Reedley: $450,000 to Expand Police Headquarters

The Police Headquarters shares the same building with City Hall and are at capacity, with no room to develop additional workspaces to accommodate current and future space needs. The city was able to purchase an older building, however, it lacks adequate funding to rehabilitate it for city use.

City of Sanger: $1,500,000 for Wastewater Infrastructure

The new pipeline will provide relief to the existing main sewer trunk line. Its construction will serve low-income areas facing health and environmental risks due to inadequate sewer infrastructure. It will allow for the development of affordable housing units that are in high demand in the region. The project can be completed within 2-3 years and is currently 80% complete.
