Senator Anna M. Caballero Announces the Passage of SB 1449 to Provide State Grants to Incentivize the Annexation of Disadvantaged Unincorporated Communities

SB 1449 creates a state matching grant program for cities that are annexing unincorporated areas. This bill will help fund infrastructure costs associated with annexation including sewer connections, sidewalks, storm drains, and streetlights. 

 

SACRAMENTO: Senator Anna M. Caballero (D-Merced) announces the passage of SB 1449 the Unincorporated Area Annexation Incentive Program out of the Senate Committee on Governance and Finance with unanimous bipartisan support.

“Unincorporated communities next to urban areas often lack basic city amenities and infrastructure, which is especially true in rural parts of the state. In some cases, residents in one part of the county may not have the same sidewalks and properly paved roads that are enjoyed by residents just a mere block or two away that live within the borders of a city. Through the annexation process, cities can extend their services and invest in infrastructure to support the community; however, the cost to connect these communities to city services and build the infrastructure is a significant barrier to the annexation process. SB 1449 will provide cities much needed financial support to incentive the annexation process. This bill prioritizes grants for cities annexing disadvantaged communities to ensure state dollars are spent in communities that need it the most. SB 1449 will transform communities and allow them to take pride in where they live.”

SB 1449 will be heard on April 18th in the Senate Committee on Appropriations.
