Senator Anna M. Caballero Unveils Bold Legislative Package for 2025
SACRAMENTO – Senator Anna M. Caballero (D-Merced) has introduced her legislative package for 2025, outlining a comprehensive strategy to build a more prosperous, resilient and equitable California.
“As we look to the future of our great state, I am proud to present a legislative roadmap that delivers practical solutions and embraces innovation,” said Senator Caballero. “By investing in our people and infrastructure, we can strengthen California’s foundation and ensure that opportunity is within reach for all.”
Her 2025 legislative package is designed to create good-paying jobs, expand economic opportunities and drive the transition to clean energy with policies that promote sustainability and combat climate change. It prioritizes public safety with measures to enhance community well-being and takes critical steps to improve the health of expectant mothers and newborns. With a focus on real-world impact and long-term progress, this package provides the tools needed to address California’s most pressing challenges.
“This package is about delivering results that make a meaningful difference in people’s lives,” added Senator Caballero. “By taking decisive action and embracing innovative approaches, we are working to build a California that works for everyone.”
A detailed overview of each proposed measure is included below.
SB 72 – The California Water Plan
With the mounting challenges posed by climate change—ranging from droughts to floods—SB 72 modernizes our water management strategy. It sets an interim goal of 9 million acre-feet by 2040 and outlines a framework for long-term water supply targets, ensuring our aging infrastructure is ready for the future.
SB 80 – California Fusion Energy Research Initiative
Fusion energy promises virtually limitless, clean power. This bill would establish public–private research partnerships and offer state funding and tax incentives to accelerate the development of fusion energy technology, positioning California as a leader in clean energy innovation.
SB 88 – The Biomass Utilization for Carbon Reduction Act
Addressing the significant air pollution and greenhouse gas emissions from biomass burning, this act proposes beneficial use of forest and agriculture to prevent wildfires, reduce harmful emissions, protect public health and combat climate change.
SB 298 – Clean Fuels for CA Seaports Plan
Our seaports are vital to global trade and this bill directs the development of an alternative fuel deployment plan to reduce emissions from ocean-going vessels—helping to secure California’s economic competitiveness and support our carbon neutrality goals.
SB 404 – Metal Recycling Regulation Act
This legislation creates a regulatory framework for metal shredding facilities. It will ensure that California remains a sustainability leader in “reducing, reusing and recycling” by fostering the recycling of scrap metal into new metal products.
SB 419 – Hydrogen Fuel Equity Act
Ensures that hydrogen fuel receives fair tax treatment compared to other clean fuels. By offering a temporary exemption from certain state sales taxes, SB 419 will help spur investment in hydrogen infrastructure and accelerate the shift toward a low-carbon transportation system.
SB 466 – Chromium (VI) MCL Legal Liability Protection
In response to new water quality standards, this measure provides legal protection for water agencies working to comply with stricter Chromium (VI) limits.
SB 509 – Transnational Repression
Focused on protecting the human rights of our diaspora communities, SB 509 calls for specialized law enforcement training to recognize and respond to tactics of transnational repression. This measure highlights our commitment to safeguard the rights and freedoms of all Californians.
SB 520 – The Nurse-Midwifery Education & Workforce Act
In response to our maternity and reproductive health care crisis, this bill proposes new midwifery education programs and long-term workforce development initiatives. Its goal is to ensure every mother and baby receives the high-quality care they deserve.
SB 555 – Workers Disability Adjustment Act
As the cost of living rises, this legislation adjusts workers’ compensation disability benefits to better reflect modern economic realities. By tying benefit adjustments to the consumer price index, it provides fairer and more responsive support for those in need.
SB 599 – Atmospheric River Extended Range Forecasting
This bill enhances atmospheric river forecast capabilities, improving emergency response time for flood-prone areas impacted by drought and wildfires.
SB 624 – Foster Outreach and Support for Tax Education Readiness (FOSTER Act)
To boost use and awareness of the California Earned Income Tax Credit among foster youth, SB 624 establishes standardized outreach protocols. This bill will ensure more eligible young people access the financial benefits they need to break the cycle of poverty.
SB 643 – Carbon Dioxide Removal Grant
In a pioneering step toward our net-zero goals, this bill proposes that the state invest $50 million to purchase and retire CO₂ removal credits generated by local projects. This initiative will stimulate private investment in carbon capture technologies and help California meet its aggressive climate targets.
SB 690- California Invasion of Privacy Act Revisions
Stops the abusive lawsuits against California businesses and nonprofits under the California Invasion of Privacy Act (CIPA) for standard online business activities that are already regulated by the California Consumer Privacy Act (CCPA).
SB 734 – Peace Officer Due Process
This legislation ensures that peace officers accused of bias or racial animus receive proper due process. It mandates notice, the right to representation, and the opportunity to challenge evidence, thereby strengthening constitutional protections within our justice system.
SB 769 – Golden State Infrastructure Corporation Act
To address our infrastructure challenges, this bill proposes the creation of a state financing corporation within the State Treasurer’s Office. This entity will expedite funding for critical projects, spurring economic growth and improving public infrastructure.
SB 808 – Expedited Judicial Review of the Housing Accountability Act
This measure introduces an expedited judicial review process for challenging improper denials of housing projects. By streamlining legal proceedings, it ensures that new housing can be built swiftly to meet the growing demand.
