Senator Caballero’s SB 690 Passed the California Legislature with bipartisan support, including a 39-0 Assembly Vote, Heads to Governor
SACRAMENTO, CA — Senator Anna M. Caballero (D-Merced) announced that her SB 690 has passed the California Legislature and is headed to the Governor’s desk. The bill addresses the growing use of the California Invasion of Privacy Act (CIPA) to bring lawsuits against California businesses and organizations over the use of routine website technology.
CIPA, California’s Invasion of Privacy Act, was enacted in 1967, decades before the internet. In recent years, a small number of law firms have used Section 638.51 of the law to file thousands of lawsuits against businesses, nonprofits, hospitals, school districts and public agencies. Since SB 690 was introduced in 2025, the number of these lawsuits has grown from approximately 600 to nearly 4,000.
“California’s privacy laws should protect consumers, not create an opportunity for abusive litigation,” said Senator Caballero. “SB 690 provides a balanced solution that protects Californians’ privacy while protecting organizations from costly lawsuits over routine website technology.”
SB 690 removes the private right of action for specified claims under Section 638.51 involving websites, online applications, and mobile applications, instead giving the Attorney General enforcement authority. The bill also applies the change to qualifying claims filed during the previous two years.
“Small businesses, nonprofits and public agencies should be able to operate their websites without fear of being targeted by a costly lawsuit,” Caballero said. “I appreciate my colleagues and stakeholders who worked with us to reach this solution.”
SB 690 now awaits the Governor’s signature.
