Senator Caballero’s Bill to Protect Californians from Foreign Harassment and Intimidation Passes Legislature, Heads to Governor’s Desk

 

SACRAMENTO — Senator Anna Caballero (D-Merced) announced that her bill, SB 509, has passed the Legislature and now heads to the Governor’s desk for signature. The measure creates a specialized law enforcement training program to help officers recognize and respond to transnational repression — the harassment, threats, and intimidation carried out in the U.S. by foreign governments against diaspora communities.

 

“All Californians deserve to feel safe in their homes, workplaces, and neighborhoods,” said Senator Caballero. “Just as law enforcement is trained to identify domestic violence and human trafficking, they must also be prepared to protect communities targeted by foreign governments. SB 509 is about justice, dignity, and ensuring that no one in California lives in fear because of who they are or where they come from.”

 

Across the U.S., authoritarian regimes have expanded their reach beyond their borders, targeting immigrant, refugee, and asylum-seeker communities. Using tools like digital surveillance, social media monitoring, and covert intimidation, these governments try to silence dissidents and suppress free expression even on U.S. soil.

 

California’s diverse communities have been among those targeted — particularly ethnic and religious minorities who fled repressive governments seeking safety. Yet local law enforcement officers often lack the training to identify these patterns or document the crimes in a way that supports victims. SB 509 bill is supported by law enforcement leaders and immigrant rights advocates, including the California Police Chiefs Association and Immigrant Defense Advocates.

 

“SB 509 sends a clear message that California will not tolerate intimidation and harassment by foreign governments within our borders,” Caballero added. “We are standing up for justice to ensure every community — no matter their background — feels safe in our state.”

 

The bill now awaits the Governor’s consideration.
